I guess it's just added noise in the world of Gaga, when I feel there should be more clarity.
I agree that she needs to capitalise on the space trip. They'd be fools if not.

Additionally, it'll really push this music not the bling thing one more time and prove that Gaga just doesn't give a **** how many people buy her album. Could definitely give her some positive press.

I was hoping she'd hold off her 'free album' stunt for a major release and campaign.
Downloading an app is one step too far for the casual listener. It'd be far more effective to create a branded album website which offers a free HQ download - perhaps they have to like her on FB or put in their email, but that's it. There's a counter there which shows the download numbers, and Gaga makes money through sponsorship of the page (i.e. Virgin sponsored). All the while, they're getting all the data of who/what/where/when.
However, if ACT II is more of a bonus fan album...the app will be fine.
