Everyone in A and B have had huge success for several years, but the people in the B-List are in lulls currently and had lower falls whereas the A-List have had continuous longevity with few missteps. P!nk hasn't had huge missteps but she just never became A-List, I think because she didn't care to be a huge popstar.

C-List, people know their songs but don't care as much about the person. Miley may not fit perfectly but as a popstar, she is definitely not in the same league as anyone above her.
