You need a digital copy of TS2 Base Game or an EP/SP and you'll receive an e-mail that explains EA will no longer support TS2 so they'll give to you the lastest release, which includes all* EPs & SPs. *Except for the Holday Party Pack/Happy Holiday Stuff.
If you don't have the digital version then you can do this:
