Hmmm I don't think so. See singles are unique because they are released to promote the album officially. Promo singles are in that grey area of promoting the album but not officially like a single gets (radio treatment, live performances, tweets on twitter linking to itunes their new single). Since it isn't a full single, therefore I feel a promo single isn't a true single.

Then again if I find a tweet saying the promo single is a single....
