Never heard of that rule.

My only concern is TIHWD isn't a very "performable" song. Its great for tour, but she's not really gonna win over any fans with it at an awards show.

Beyoncé and Gaga had nothing to promote in the years they didn't perform and Rihanna was on tour at the time of the 2011 VMAs so she couldn't go. This 'rule' is makes no sense nor has any basis for being so.

It's really haut coincidence and an excuse used by some tans to justify their faves not performing.
