2012 is when his success started to decline, so I think so. Teen pop works in an ugly, constant cycle. As soon as one artist/group starts gaining more popularity, they start eating away at the current top dog's market. IE JB with the Jonas Brothers in late 09/2010, 1D with JB starting in 2012.

JB's really damaged his reputation in the past 2 years, as his entire image prior to 2012-2013 was based on being family-friendly enough for mom's to trust to buy for their children.
1D's team is better at handling them and keeping their image intact, and I think they're going to last for a much longer time because of it. They were really smart to entire an album-a-year contract since their eras don't last very long besides their massive tours.
