2012 is when his success started to decline, so I think so. Teen pop works in an vicious constant cycle. As soon as one artist/group starts gaining more popularity, they start eating away at the current top dog's market. IE JB with the Jonas Brothers in late 09/2010, 1D with JB starting in 2012.

Plus, fans start growing up after a couple years, which happened with the the Jonas Brothers and is happening to Justin Bieber.
