The thing about Born This Way that makes it sound like Express Yourself is the chord progression being almost the same in intervals. Just down by a minor second (and with an extra subdominant thrown in EY, but you know, going by skeletons).

BTW - F#-E-B-F#
EY - G-(C)-F-C-G
Now, the reason it doesn't sound like an exact replica is due to the chords' functions and that extra C Major in EY. Born This Way is in the key of B Major, while Express Yourself is in G Major, which would change things if you were going for a Roman numeral analysis.
BTW - V-IV-I-V
EY - I-(IV)-VII-IV-I
If Express Yourself were in C Major instead, then the Roman numerals would look exactly the same if you ignored the extra tonic chord (V-(I)-IV-I-V).
