Firstly, we shouldn't believe those numbers just floating around in the press, no matter local or international press.
I remember very well how during the wait for her concert here, in Romania, many have tried to get ticket sales information, even publications and a lot of fans. Nobody got any information on that.
The only one that knows how ticket sales are doing is the official tour promoter in the country and I am 100% sure that, just like everywhere else, not even in Greece such information is told to the press.
Secondly, if the 17k tickets sold rumor is actually true then I guess they might have to think about doing something, but the situation would be really hard to handle considering she already sold a full arena and we're still months away from the actual show. Does Athens even have a concert venue or outdoor space where artists could perform for about 30,000 people (considering that would be the final number of ticket sales)?
Plus that, in Greece, just like in all East-European countries, ticket sales don't blow up until 2-3 weeks before the actual show. I remember how very less to none ticket sections were sold out for the romanian concert during the first 3 months of them going on sale. When the concert date approached, they started airing the TV add in power rotation and the media just exploded over the upcoming event. That's when ticket sales actually blew up. I remember how full zones would just sell out over night.
That's what will happen in Greece too.
But still, 17k (if true) isn't that much, considering she's playing at the Olympic Stadium which can hold a capacity of 70,000 people. She might end up selling between 30 and a maximum of 35-40k tickets if what I said above happens, which is still VERY GREAT, but not enough for the Olympic stadium.

Firstly, exactly!
Secondly, the concert is almost 5 months away, people won't bother rushing to get a ticket for a concert that is in late Sept. And like you said, in Greece all concerts blow up when hype is created as the date draws closer. I think we are looking at a 50,000-60,000 as opposed to 30,000-40,000. And yes, there is an arena in Athens that could fit 30,000, it's the OAKA indoor arena. I really think that it could sell that high cause the only two types of succesful tours in Athens are either rock ones or gay ones. Gaga also has the benefit of "I want to see what she is going to do live" when it comes to Greece. Lots of random people are going out of curiosity.

When Gaga did her show at Stade De France, which has a capacity of approximately 70,000 people, it took her 5 months to sell out the show. And the day of the show there were still tickets left. But it was sold out. I'm not worried about her show in Greece. She still has 4 months, it's going to be fine

And those random people didn't really rush to buy tickets for the show yet. They probably didn't even hear about the show, but most probably will when the date approaches!
When the date will approach everything will buzz around it and a lot of random people will become interested and buy tickets just to see her live.
Oh,
and I doubt this hall can hold up to 30k people...

The Indoor Hall is where Beyonce played for 30,000 if not mistaken
