I think it makes sense to name this one after her age, just because a lot has happened to her since 21 and the material will obviously be based around that. It would have been a terrible idea to come back with something completely different and try to re-invent herself so soon.
Plus there will be familiarity with the age thing that could make people who bought 21 interested in hearing what she's been up to, etc. She takes so long in between albums and she stays out of the public eye so much that there's no need for her to change anything up, ever tbh.
They have great collections right now!
