Fantasea was a really good mix tape, honestly she could've made it her first record and it would've gotten decent reviews/sales.

I'm not an expert but I don't think so. At least, not without a fight with Azealia. I didn't listen to Fantasea, but getting clearance/licenses for music that sampled other published works would further delay the process.

But at this point, why would they bother? They would probably not profit from it since it's been available on the internet for free for so long unless it was an extremely limited print sold to super fans.
