When the software is released, that software creates the base of the website. Then Athens (I think) will set the software up to look and work the way he wants by using the options provided in the software, adding plug ins, and editing/adding the code manually. It will still be a lot of work but it's not like the whole website has to be built for the ground up. IPB 4.0 takes care of that.
How will the featured images work on the main page? Will we have to put a featured image in every thread or will mods take care of deciding which threads should be featured and have photos on the main page?
IP.Board 4.0 (the software that ATRL will presumably be upgrading to) isn't set for release until Q2, so I wouldn't expect this to be out until the summer. Can't wait nonetheless!

Well, we're in Q2, so IPB itself could be releasing literally anytime. They could announce the date tomorrow for all we know - it's just then a matter of getting everything set up and built properly! But yeah I'd expect summer, realistically.
