I'm pretty sure JGMAR was eligible. It was released March of last year and peaked around the awards show last year. I'm not sure when they're eligibility dates are, but maybe it was half and half or something.

I actually don't know exactly what the eligibility period for the Billboard Awards usually is, but it's a safe guess that since they happened on the 19th of May, the tracking period ended & a new one began around that time. So, only True Love fell into that window since Just Give Me a Classic peaked in April (?).
