Most likely, the Single Ladies song/video by itself had more people mimicking Beyoncé and her movements than all of Janet's videos/songs combined. (This is a much larger scale than what goes on soley INSIDE of the music industry)

You
CANNOT compare someone who's prime happened during the Youtube and digital era to someone's who came before it in the same way. Rhythm Nation is far more influential than Single Ladies and is arguably the most iconic dance video of all time, let's not.

Also, we should note the incredible amount of Beyoncé wannabes that cover Beyoncé all the time on shows like X factor/the Voice/American Idol.

And Janet's songs and choreography are often performed on dance and performing competition shows.

Also, we havethe fact that Beyoncé is amazing at getting words/phrases famous!! "Bootylicious" "to the Left, to the Left" "If you like it then you should've put a ring on it"(the joke about the lost cellphone they have for this on Ifunny is getting old/ the Saturn one too), "surboardt"... "I woke up like dis"(needs more exposure as of now).
Bey also reaches into the people who NEVER care about pop culture by being the closest any popstar has ever been to the president of the United States. They try to get his ass fired because of her "lip syncing", her trip to Cuba, and her alleged affair with him.
Also, almost every girl in the world wants Beyoncé's body/her figure/her ass, because she is the sexual icon of our generation.

Janet made the phrase 'rhythm nation' famous, also wardrobe malfunction. Even people not into pop culture know about her iconic moments and performing style. And Bey's president situation is extremely exaggerated.
Janet was voted the Hottest Woman of the 90s during her prime and was the first female singer to be known for her abs. She's known for being a sex symbol who girls wanted to emulate.

Many of the things Bey's done were first done by Janet.

And Janet was the inspiration for social media such as Youtube and Facebook, which led to the rest.
Again, you can't compare someone's prime during the digital era to someone's from before it. Social media makes everything seem much bigger than it actually was.

Janet had just as much hype when she had a new project coming out during her prime.

Plus the local Janet Jackson has influenced many notable european musicians and has had a heavy influence on a variety of asian pop stars. And as far as album sales go Janet even while under certified has impressively sold impressively worldwide, not mentioning how huge of a touring force she was in her prime. Don't diminish Janet like that especially when her influence/contributions as having been said for 16 pages far exceeds Beyonce's
