I can't remember Janet's prime or her iconic moments like the Rolling Stone cover but I can say that her legacy feels mostly forgotten today. I don't think that will happen to Beyonce, so I'll say yes, she has surpassed her.

She has artists of all genres calling her an influence. Gaga just remade her Rolling Stone cover in the Applause video.

Its remade by celebrities every year.
Her legacy isn't shoved down people's throats as much as some of her contemporaries, but trust that she's much more influential than she's given credit for at times and is one of the most influential women in music history.

"Janet Jackson arrived at the MTV Video Music Awards rocking an iconic set of “dookie braids,” soon to be imitated by starstruck girls all over the world. This was also the year that Jackson wore her braids in the film Poetic Justice, which further solidified the style as a trend."
"There have been a slew of celebrities rocking braids lately--Beyonce, Christina Milian and Willow Smith, to name a few. But no plaits can compare to Janet Jackson's famous box braids from the 1993 film "Poetic Justice."
Miss Jackson was spotted at Milan Fashion Week on Thursday sporting the iconic 'do!"
"Janet Jackson popularized the 90s box braids in Poetic Justice." "Since then celebs like Angela Simmons and Solange have rocked the Poetic Justice style and have inspired a legion of ladies who love the ease of box braids. "
