Because being sexual is an age old recipe for pop stars (Madonna, Janet, etc did it way before). Yes it was risky for X and Brit to do it since they had the bubble gum pop thing going, but it wasn't groundbreaking.
Musically, the risk comes in going in a different direction with your music. That's why Back to Basics is the riskier album. X abandoned her pop roots and went for that retro R&B sound.
