Because 70% of those sales come from the US and 30% WW. She's always been bigger than the others in the US tho, something similar to Taylor, in 2013 that changed.

DIL sold more than 8 million copies worldwide, 4 million came from the US. How is that a 70%?

Alot of these stans seem to be focusing purely on the US. What sets Britney apart from the rest is that she was selling and racking up hits in every continent which is why she wins this by quite a margin. Especially in Europe where she dominated.
