Shakira never exploded until Whenever, Wherever & Hips Don't Lie. Of course other artists can have success in their own region, but having success in the States (from American artists) is the most important.
Record label's make most of their money when the artist is big in the country they are from, not from other places since it's more expensive to ship albums and promote overseas.
If Usher sold 1 million copies of his album in the US, and Britney sold 1 million copies of her album in Europe, the 1 million in the US would be more impressive & give the record label what they want: Money.
