Gaga is waiting to announce the single until the video is complete. She wants to release them simultaneously, along with a few other things. So I would expect an announcement perhaps the first week of March.
Also, the app songs are different than Act II songs. Most Act II songs will be ones we haven't heard before. Brooklyn Nights, Tea, etc. will most likely end up on the app, along with the new version of NOBTR

Basically she doesn't just want to trickle things out (quietly release the song to radio, then do promo, then release a video, etc.). She wants it all to happen at once to get people's attention and really come back with a bang. The ARTPOP performance on Fallon was a quiet introduction to the new era, to remind people that she's still here, but her comeback presence with the next single will be big.

Believe in Myself is also a song title that didn't make the cut.

this makes sense seeing as she was planning a mini version of this for Applause (planned single and MV the same day)

Keeping everything for a simultaneous release is way too risky. What if the Radios pull a Judas and drop the single a week after its release ?
Your argument would make sense if we were talking about artists like Rihanna/Katy (that have radios worshiping them) and if we were talking about an anticipated lead single !
