I think it's a little bit of both.
When Ke$ha checked in, Pebe probably became super cautious of how that move and the whole Luke business was received by the media and by the GP, because she's so protective of her.
I think what happened is she was on Twitter and googling her daughter too much for her own good, went apeshit over it all and started doing the overprotective and overanxious stuff she did. When Ke$ha heard about it, she probably talked to her and they both (
) decided it was in Pebe's best interest to join her in rehab.
