 Shakira doesn't have that long. She's an established US artist, her people aren't going to wait around for the song to become big in that way, they'll move on to other singles and the so will radio.
Not that I see this as problem - the song is successful, I'd count it as a more than a decent hit even now. It was never going reach the heights that people hyped that it would and it was inevitable that some would turn and unfairly call it a flop but but it could easily set up a killer second single.
