I feel like Fiona and the Axeman staged it all. They made it appear real so that when Cordelia touched him, she would see that he killed her. And everyone would think she's out of their way.
This way, they would all have the trial to see who is the next Supreme, as the current Supreme is suppose to be dead, and when they announce who the next Supreme is, Fiona will pop out and kill ha and be the Supreme for all eternity.
