Physical sales dominate the country.
Over 80% of the sales come from Physical CDs. I'm talking about albums, EPs and singles. Also, while physical album sales are declining across the globe, Physical CDs in Japan increased over 10% from 2011 to 2012 while digital media is losing ground. Beyonce's digital sales would barely make an impact, even if it did, it'll still be less to make it to #22 as to what a poster said.
and I also read that 2013 had seen gains again. They wont stop disregarding digital sales until they vanish or at least become really minimal.
