Prism was originally a double album, which means Katy had at least 24 songs she thought were good enough to be on an official album. So either she had AWFUL taste and they deleted 10~ terrible tracks (going by the flops on the actual album) or they have a disc worth of pretty damn good music waiting to be released.
Though since Passenger has already been sent to Britney they may just be selling off the second disc.

I'm not here for a re-release. The only way I think it's ok is if the album proves to be hugely successful on its own. Otherwise it'll just seem desperate and pushy 
All I ask from this era is for Birthday to become a top 5 smash with a good video.. And I'll be happy
