I doubt any Rihanna single has sold more than Applause in South Korea and Japan and Gaga's still considered the most famous person in the world by Guinness for a reason: she's popular everywhere. Some countries she's more popular than others (Japan - Gaga outsold Avril ****ing Lavigne , Taiwan - she has her own Lady Gaga day with parades and all ) and Rihanna is basically only comparable to Gaga in popularity in the western world minus Japan.
