Considering how much they've been mentioning Hoenn in XY, wouldn't be surprised if Hoenn will be a DLC indeed.
They even said that they are thinking about DLC for XY. That was probably because they couldn't say too much yet.

I'd really like if every gen will end up consisting of just one game with DLC for every other game/remake they make that gen.

A game with multiple regions is hard to do. Space isn't an issue anymore (they could fit around four full regions on the DS cart). The only problem would be the pacing of the game, I mean battling 36 Gym leaders would get boring real quick, and to flesh out a plot that spans six regions would be over kill (we hardly get good plots anyways).

To make it work, they'd need to have a different formula to the games, something that isn't battle eight gyms then beat the elite 4.

They can do it similar to the anime. Where u can't take ur other Pokemon into the next region until u beat the champ there. You get to choose a starter every region and start all over. They could use the plot from the original games. Have all legendaries. Basically all games in one with new graphics etc

It's a good way to keep those current gen games alive, but they'd miss out on A LOT of money. It would also be pretty weird going to Hoenn with access to your fully EV trained Pokémon with perfect IV's and a good Nature There are a lot of ways to bypass it tho.

It would be kinda cute if they'd release a DLC island with one of those event legendaries on it, a few routes, caves, a city and some towns.

Leveling is an issue too if they open up other regions. A fix for that would be forcing the player to essentially start over when they get to the new region and can only use previous Pokemon after a certain point.
