Yeah, that was kinda ****** on their part. If they're going to count it for GGGB:R, then Katy passed Michael and they should just deal with it since it was their own policy that made it that way.
All Rihanna has to do is go into a studio and sing along to a guide vocal for the songs her label has picked from the writing camps. You don't need drive to do that, and a label can easily force her to do that.
