I'm not sure about this, but R Kelly being featured on the track might also be a reason why people tend to ignore it. The general public is still very fragile when it comes to Gaga and they won't buy her songs/albums that easily.R Kelly being the feature on the track right during this time when he's dragged to the pits by every publication is another reason why they won't pay attention to it.

There is clearly some reason why the general public won't be here for the song: it's fun, catchy and it's something the american general public would eat off if released by another artist. The song was literally performed everywhere: SNL, AMAs, The Voice, yet it barely passed Gold status by now. I really don't know what's going on...I mean..even Applause had far less promo than this, yet over 2M people bought it and it was a pretty big viral hit. This is even more appealing as a song, giving its lyrics which are more relate-able than her past ones..

Why do you keep blaming Gaga's team? The song has a Beats By Dre commercial airing in several countries, an o2 commercial in the UK, performances on AMAs, The Voice, SNL, a few performances in the UK

The video is taking so long because Gaga chose to work with somebody that allegedly raped teenage girls, of course any label will be hesitant to release a risque video.
