What constitutes as filler is partially subjective but most people think a filler is just a song that they don't like. Filler is when a song is poor in quality compared to the rest of the album, has little replay value, and lacks uniqueness. Just because a song may have one of those qualities doesn't make it filler, it usually has to have all two or all three, especially the replay value one. I know there's no written definition for filler but that's what makes the most sense to me and that's what I've gathered from other people's uses of the word. If the song doesn't have any of those qualities then it's not filler.
I've always used Trouble For Me as an example. The majority of the Britney fans dislike it to the rest of Femme Fatale, and it really is just a pretty bland song. It meets all 3 criteria imo, but like I said, it's partially subjective.
