It's a new facility that allows you to EV train your Pokemon easier, but we don't know if that's the only way to EV train now.

I'm pretty sure they are held items.

And we have very little information on Reverse Battles @danccepopCC. As far as I know the SE's/NVE's are reversed. Idk.

There are Mega Stones found for Galvantula and Heracross, but they haven't tried them yet. So we can expect at least two other Mega Evolutions at this point, the rest is unknown.

I believe they're just hard to get in side-quests and as a held item on a wild Pokémon.
We'll probably get a lot of them through events too.
