Her dad's identity is a non factor so far in the manga, all I know is that she's been tortured to death right now.

34 I think. Read the end of chapter 34 because it differs from the anime in order wise

I'll probably start reading after I'm caught up with the anime, I just started the Yorknew City arc. So far it's been pretty good.
