So what? "If I Were a Boy" and "Single Ladies" both moved around 200k copies in their first weeks (enough for #1 sales debuts in 2008) and "Run the World" sold 77k. "Born This Way" sold 448k in less than three days and "Applause" sold 218k in six. Britney stans love to make fun of those two songs, but that could just as easily be "Work Bitch" (or worse).
Things change. Song performance is dependent on song, not artist. Otherwise "Ooh La La" would have debuted at #1 just like all those other Britney singles.
