Yes Woo Hoo is great, but it wouldn't perform any better than Die Young did, and thus followup singles would still receive the same fate as C'Mon and Crazy Kids.
She needs to release songs with new concepts overall. Get a bit more experimental and fun with her lyrical content (I don't mean Applause experimental, just something unrelated to partying).
