Her public image and reputation wasnt the best at the time and since Rated R was a flop (albeit incredible) album, a flop tour is expected.
Katy had an incredible era as far as singles go and still had an embarrassingly low gross for her tour
You can't compare the two situations
i remeber monsters making fun of it cause it didnt go top 20 upon its release in preorders
