Only because the competition is weaker now. There are only six or seven "album artists" anymore. Anyone killing themselves with a promo schedule should be able to stay on the charts like that nowadays. Look at Katy Perry.

You seem pressed. OIDIA was #1 on the Billboard 200 for like a month I believe.
I can see why Britney stans like the word "legend" so much - it gives them a chance to harp on something the beast did in the past, rather than the little she does in the present.
