Everybody cares about hit songs, it makes an artist iconic and remembered and there is not ONE legend that doesn't have a huge hit song

And let's not act like Beyonce has had no hits. Crazy In Love, Single Ladies, Halo, Irreplaceable, and most of her work with Destiny's Child are considered classics. And let's not act like she has had so many albums out.

I don't like Beyonce, but this is true. The acclaim she gets from music publications to Grammys to Lifetime Achievement awards to praise from legends and selling out arenas/stadiums without an album does make her a legend. She really had that legend title in the bag when I saw her perform with Tina Turner at the 2008 Grammys (or was it 2009?). Her music legacy is a far cry compared to Janet or Madonna, but her performing skills make her a legend so she doesn't need that. And thank god she doesn't because all her music legacy consists of is acclaim, not impact or influence (the most most important things for a music legacy).
