Because billboard obviously does the math and calculations before hand and then write the article. They actually calculate the entire top 100 prior to writing the article because in the article last week they state Katy debuted at #85 with Roar. So they probably inform the artists whom are top 10 while they calculate the rest of the Hot 100 and wrote up the article.
Wasn't her music just for her fans though? Why is she so desperate to chart high? The coherence. If she doesn't get that #3 spot on the Hot 100 I can only imagine the dragging.

It happens in the UK too, sometimes artists tweet where they chart hours before the chart is officially revealed.
