The song literally being tailor-made for radio, The Fame-esque chorus and production, The art work, the endless promo pics, the whole faking of leaks and rush-release, the tweets, etc.

Definitely not implying it's a bad thing to be this "passionate", but she's really giving it her best shot, while Katy is winning (so far?) with basic cheap teasers and golden truck so effortlessly.
