Yes, chord progressions are similar, especially if it's by somebody who actually plays an instrument (like Taylor Swift). But when pop songs have similar progressions, it's usually some sort of mix of C/Cadd9, Em/Em7, A/Am, F, D/Dsus4, or G. Chords like Eb and Gm (and even Bb) which are all used in both songs are more obscure than the former chords, therefore making the similarities more noticeable.
