It's not "end of". Back then, iTunes was only on Macs, and back then Windows was more dominant. The market was EXTREMELY small. Basically, nobody had access to buy legal downloads and those who did, didnt.
Nobody was looking at download figures back then to gauge success. The market didn't even become semi viable until 2005
