It's way easier (and cheaper) to shoot on a backlot or soundstage than to shut down a block of NYC. Also she won't want ANYONE to hear the single publicly, or see anything from the video. When she shot MTN in public, we knew about the car scenes, the big hat as she got into her limo, the leather bodysuit, the outfit with the satellite dishy hat, etc. ahead of time.
