Yes and no.
They will have left re-recording vocals to as late in the process as possible because it'd be expensive to keep going back with new edits or additions, plus they probably wouldn't incur the cost without label approval of the album - which further discourages any edits.
This alone means that ARTPOP can't be far off. It's illogical to do all this months and months in advance. Like Opacho said, they also would unlikely be jumping into another recording/editing/producing project without ARTPOP being at least almost finished with the remaining touches being non-creative.
