At the time Unbroken was reccorded DEV was pretty big in the US. She was on "Like A G6" the year before with Far East Movement, and that was a huge hit, and she had just released her own single "In the Dark" in '11 which peaked at #11 in the US. Not to mention she was also on JLS' "She Makes Me Wanna" wihch peaked at #1 in the UK the same year. Jason and IYAZ both had hits in 09/10, and Missy and Timbaland are legends*. They obviously picked those featrures thinking they would become hits, but they all seemed forced and awkward, which even Demi has recently admitted. RDC doesn't seem as forced, and there's the added bonus that Demi and Cher have very similar, if not at times overlapping, fanbases.

I'm not surprised you don't know who Missy is, because at her commercial peak rap wasn't as global as it is now, but she's an amazing artist that made some unique music that changed the landscape of hip-hop(with the help of Timbaland who produced her material). Before Timbaland starting working with JT, Missy and Aaliyah(RIP) were his main muses
to see the fanbase you need to check the album sales.. anyway obviously her fanbase is helpful
