I definitely think that Hilary can come back, she just needs to FULLY commit. She can't just release a single and then an album a month & a half later, she needs to build hype. Once she's about 50% through the recording process, she needs to talk about the sound in interviews, leak information about the producers and writers she's working with, schedule some impromptu dates where she performs in front of an audience. Her team needs to book her those TV shows that she has goodwill with like there's no tomorrow. She also needs to act like a brand new artist and go on a radio tour for at least two weeks. Perform for them maybe, definitely do interviews, etc.
She has the advantage of still having a recognizable name and fanbase, but she needs to make the GP aware of her again. She needs to post exclusives on her YouTube or website and videos in the studio. Lastly, I believe she should really consider shopping around some sort of reality special or show just of the album process. An 8 episode reality show circling the time spent in the studio, important meetings, up until the release of the album. It would really assist her in showing everyone just how committed she is. She also needs to utilize sources like Kendall Schmidt (from BTR), Just Jared, Perez Hilton, and others to her maximum benefit.
