They could either turn her into a good Special Wall if they give her more Sp.Def, but she has low HP. I'd prefer her to just go the Special Sweeper route

What if they have an alternate evolution for Smoochum, and boost Jynx's special attack more?
So, Smoochum could have a 50% of evolving into Jynx (more offense based) or the other pokemon, more defense based. I'd like that.

King Arcanine and Queen Ninetales need another evolution tbh. They both have such stagnant movesets we need something to mix it up, perhaps a fire/dark for Arcanine and fire/psychic for Ninetales.

NO, the fire/dark evolution belongs to the Cerberus evolution of Houndoom, which could fit into the XY theme, since it would have three heads.
The Fire/Psychic Kyuubi evolution need to be for the new Fire Starter 
And she's already in the OU tier, so she really needs no more juicing up.
