I don't know in the US , but outside the US it didn't chart anywhere.

Plus:

"Just a fool" is a 2nd single, "Criminal" is a 4th single

"Just a fool" was performed on "The voice" and "Ellen", and "Criminal" was not performed anywhere.

"Just a fool" is a country song (America's favorite genre) , "Criminal" is a weird song with a flute.

"Just a fool" features Blake shelton , so there are really 2 fanbases behind the song.

Well I don't know if thats truth.

But yeah , I don't even how "Till the world ends" became a critically acclaimed song, it placed on many critics lists for "best songs of 2011".

it placed #3 on the official RollingStone's best songs of 2011 list.

Her #'s are really bad, I thought she was going to be big (bar the weight) she had The Voice and Blake Shelton but none of her single perfomed well even with Max on it.
And outselling Criminal wasn't really a huge task.
