It depends. If it's a personal song the lyrics are usually composed first. For those generic smashes, the instrumentals are composed before the lyrics.

It always starts with the melody. What comes after that isn't really set in stone, either write the lyrics or start the production. Except in cases where an artist/songwriter gets a fully produced song, and structures it/writes the lyrics around the prouction.
