It doesn't really have to do with the length, it has to do with the fact that the song is a Will.i.am. single and he's practically non-existant and irrelevant on US radio, so it's hard for radio to pick it up, regardless to the fact that Britney's featured in it.
Another example is JLo, she was (kinda still is) irrelevant on US radio. On The Floor's initial radio performance was ATROCIOUS, and after some weeks radio picked it up and it was one of the biggest songs of the year.
