I don't know which generation you're playing, but this might be useful regardless.
Use two HM slaves to cover everything you need. Don't let HMs stand in your way of making the best team possible.
Put them in your PC and take them out whenever you need to use an HM. Here are some options:
Bibarel: Surf, Dive, Waterfall, Rock Climb
Tropius: Cut, Fly, Defog, Strength
Quagsire: Surf, Strenght, Waterfall, Dive
Skarmory: Fly, Defog, Cut, Rock Smash
