Everything is compared to everything else. Taylor is #1 because she's sold more in the past 24 hours than the #2 song has. But if, over any given 24 hour period, a song sells more than "Red", that new song would be #1. Say "Gangnam Style" was #1 and sold 40,000 copies. If "Red" sold just 41,000 copies in like 7 minutes, she'd instantly be #1 for the next 24 hours unless another song sells faster.
So the iTunes chart is always based on the previous 24 hours of sales up to that point.
